Why can't this be done at night? It would avoid alot of travel problems.

I've been told it is done this way for safety reasons. Road construction workers are worried that if they fall in the lake that makes up much of the $2.2M shoulder emergency escape lane just before Neptune Drive, they won't be found until morning.
