Residents Indicted on Drug Charges

Grand juries hand up indictments

Ocean County grand juries last week indicted three area residents on drug charges after two separate arrests.

Phillip J. Shiner of Barnegat was arrested Nov. 26 in the township after police said he was in possession of clonazepam. He was indicted on a possession of a controlled dangerous substance charge.

He was initially held on $10,000 bail but posted Jan. 1.

Peter M. Kuchen of Manahawkin and Darron M. Garabo of Toms River were also indicted on possession charges after being arrested Dec. 13 in Barnegat. Police said they were in possession of oxycodone.

They both were issued a summons.

A grand jury also indicted:

  • Rachel A. Fin of Barnegat on charges accusing her of faking a prescription as well as a health-care form to acquire and pay for oxycodone.

Fin was arrested Feb. 26 after police said she used a forged prescription blank at Jersey Shore Pharmacy to acquire the drug. Police said she also fraudulently utilized health-care benefits she was not entitled to. 

She was released on a summons.
