As the 2012 election nears, more than 17,000 Ocean County residents have requested and received ballots to vote by mail, according to the Ocean County Clerk's office. "That's up to the voters to decide," Armstrong said in an interview this morning. "Even if he was only 60 years old, it's been way too long," he added.
